Job Description

The Executive Director serves as the Chief Executive Officer, with overall responsibility for the agency’s strategic direction, operational management, and fiscal integrity. Reporting to the Board of Commissioners, the Executive Director ensures that all programs—including those funded by federal, state, and local sources—are carried out in compliance with regulations while advancing SC Housing’s mission to provide safe, decent, and affordable housing for all South Carolinians.

This role is highly visible, requiring a leader who can represent the agency to external stakeholders, government agencies, and community partners while fostering an organizational culture grounded in integrity, accountability, and excellence.

Key Responsibilities

Strategic Leadership & Governance

  • Develop and implement long-range strategic and operational plans.
  • Strengthen SC Housing’s image, visibility, and positioning within the housing industry.
  • Recommend new initiatives and programs that drive innovation and growth.
  • Provide policy guidance to the Board of Commissioners.
  • Act as the primary liaison with the Board, HUD, and community stakeholders.

Regulatory Compliance & Program Oversight

  • Monitor housing-related legislative issues and oversee agency implementation.
  • Manage all funds, bonds, securities, and other agency assets.
  • Direct the administration of programs including Housing Choice Voucher (HCV), Low-Income Housing Tax Credit (LIHTC), and Housing Trust Fund.
  • Ensure all operations comply with HUD, state, and local regulations.
  • Maintain high performance standards and ensure effective audit processes.

Operational Management & Process Improvement

  • Establish key performance indicators (KPIs) to track operational effectiveness.
  • Partner with executive leadership and Internal Audit to identify and mitigate risks.
  • Ensure consistent application of policies and standard operating procedures.

Financial Stewardship

  • Oversee budgets, forecasts, and financial reporting.
  • Ensure strong fiscal accountability and internal controls.
  • Secure diverse funding sources, including federal, state, and local contributions.
  • Present transparent financial reports to the Board and funding agencies.

Organizational Culture & Community Engagement

  • Foster a culture of accountability, continuous improvement, and ethical conduct.
  • Mentor and develop senior leaders and staff.
  • Represent SC Housing with government officials, community organizations, media, and partner agencies.
  • Build strong relationships with stakeholders to advance affordable housing initiatives.

Minimum Qualifications

  • Bachelor’s degree in Public Administration, Business Administration, Urban Planning, Finance, or a related field.
  • At least 10 years of senior-level leadership experience in housing administration, community development, public sector management, or a related field.
  • Equivalent combinations of education and experience may be considered.
