Position Description Summary

The Program Manager (PM) serves a mission-critical function within the Program Management / Construction Management (PM/CM) teams in Los Angeles, California. This role entails comprehensive oversight of infrastructure projects from planning through closeout, ensuring that work is executed in alignment with Agency objectives for schedule, scope, quality, safety, and budget compliance.

Essential Job Duties

The Program Manager duties include, but are not limited to, the following:

  • Program Oversight : Direct all phases of assigned capital projects including planning, design, procurement, construction, and closeout, maintaining alignment with Agency capital improvement objectives.
  • Task Order Administration : Manage the delivery of services under task orders within the MATOC framework; ensure compliance with all contractual obligations and agency policies.
  • Stakeholder Engagement : Act as the primary liaison between departments, consultants, contractors, third-party agencies, and community stakeholders to ensure clarity of goals and continuity of execution.
  • Team Leadership & Resource Management : Guide internal teams and coordinate sub consultants, allocating staff and technical resources appropriately to maintain progress on simultaneous work streams.
  • Risk and Issue Management : Identify project risks early; develop and implement mitigation strategies to minimize disruption and maintain project continuity.
  • Reporting & Controls : Ensure robust tracking of progress and deliverables, and support documentation for audits, change management, and executive reporting.

Hardware/Software Knowledge

  • Familiarity with project controls tools (e.g., Primavera P6, Microsoft Project), contract management systems, and construction documentation platforms (e.g., e-Builder, Unifier, Procore).

Professional Experience Level/Other Qualifications

  • Minimum of 10 years of progressively responsible experience in project management or construction management, with at least 5 years managing large-scale public works or transportation infrastructure projects.
  • Demonstrated experience with multiple project delivery methods including Design-Bid-Build(DBB), Construction Manager at Risk (CMAR), and Design- Build (DB).
  • Prior experience working with or for public sector transportation agencies such as SoundTransit, LA Metro, LAWA, Caltrans, or similar is strongly preferred.
  • Proven ability to lead multidisciplinary teams, resolve complex issues, and communicate effectively with technical and non-technical stakeholders alike.
  • Knowledge of federal, state, and local funding compliance and environmental processes (NEPA/SEPA) Preferred but not required.
  • Experience managing contracts within a MATOC or task-order based framework (Preferred but not required).

Education/Training

  • Bachelor's degree in Engineering, Construction Management, Architecture or a related field; Master’s degree preferred.

Element-Specific Requirements/Notes

  • May assume other duties as required/needed.
  • Maybe required to work various shifts as needed.

Registration/Certification

PMP, CCM, or PE licensure preferred; OSHA 30 certification or equivalent safety credential a plus.
