Job Overview

Information Technology Division is seeking a senior Project Manager to manage and deliver complex IT project(s) with multiple teams and work streams coordinated to an aggressive delivery schedule. This project is migrating systems to Azure.

Under the program manager, the project manager is responsible for the outcome of the assigned projects. The project manager leads the team through the Commonwealth Standard for Project Management for successful completion of the project phases: PreSelect, Initiation, Planning, Execution and Control and Closeout.

The selected candidate will:

• Serve as a hands-on technical project manager with development staff and business groups.
• Coordinate and communicate with ITD management and staff to coordinate work tasks and resourcing.
• Communicate timelines and expectations to technical and business staff.
• Collaborate with vendors, consultants, and contractors in the execution of projects including contract management and working with the procurement office(s).
• Collaborate with technology leads and solution architects to incorporate agency best practices into project plans.
• Maintain project budget, plans, tasks, schedules, risks, and status and disseminate information to team members and customers as defined in the communications plan.
• Monitor progress by third-party vendors and define and measure their progress with metrics.
• Ensure documentation of requirements and use cases, facilitate design workshops for assigned projects.
• Ensure definition of test objectives, designed test plans and test cases for assigned projects.
• Provide the management of project milestones and deliverables for on-time and on-budget delivery.
• Define, measure, and clearly communicate progress with metrics.
• Support system and application training efforts.

Required:

• The candidate must have a minimum of 10 years' experience managing large projects and a bachelor's degree.
• Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning).
• Experience managing large, multi-stream projects.
• PMP

Preferred:

• Experience in both Agile and Waterfall project management.
• Agile Scrum Master certification
• Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server)

Key Skills and Experience

• Cloud Migration Leadership (10 years): Proven track record managing large-scale, complex IT projects with a focus on Azure cloud migrations.
• Project & Budget Management (5 years): Experienced in planning, executing, and overseeing migration project budgets, timelines, and deliverables.
• Azure Services (5 years): Deep familiarity with Azure Migrate, Azure Site Recovery, and Azure Database Migration Service.
• Cloud Concepts (5 years): Strong understanding of cloud computing models (IaaS, PaaS, SaaS) and hybrid cloud environments.
• DevOps & CI/CD (5 years): Knowledgeable in DevOps practices, continuous integration, and continuous deployment pipelines.
• Automation & IaC (5 years): Skilled in automation using PowerShell, Azure CLI, and Infrastructure as Code (IaC) tools.
• Project Methodologies (5 years): Experienced with PMP principles and Agile/Scrum methodologies for iterative delivery and stakeholder alignment.
• Communication (10 years): Excellent verbal and written communication skills, adept at translating complex technical concepts for diverse audiences.
• Leadership (10 years): Strong ability to lead and motivate cross-functional teams, manage stakeholder expectations, and drive successful outcomes.
• Problem Solving (10 years): Analytical and proactive in identifying risks, mitigating issues, and ensuring smooth project execution.
• Adaptability (5 years): Thrives in fast-paced, dynamic environments, effectively managing multiple concurrent initiatives.
• Certifications (5 years): Holds multiple Azure certifications, including Azure Administrator Associate, Azure Solutions Architect Expert, and Azure Migration/Modernization Specialist.
